To me I always used the phrase considered permemant to differentiate between bonuses that come from equipment, tonics or other temporary effects and those which are considered a full part of a user stats.

Since there are some gameplay differences, temporary strength from say hulk honey for example can't be used to purchase skills which require high strength, but you can use the boost from two installed bionic arms or doubled muscle to do so.

I agree that considered permemant is probably clunky and imprecise, I'm just not sure what to replace it with. I'm open to suggestions.
