Any limbs, weapons, or armor dropped by the Knight remain real even when the phylactery is turned off, but the Wraith-Knight will get new ones when summoned again. This means that, provided you have a way to bypass phase and a way to sever limbs, a Templar phylactery can be used to obtain an unlimited supply of such items by repeatedly summoning and dismembering the Knight.
