The newfather is a member of the Putus Templar and can spawn anywhere Putus Templar can.
A newfather will always spawn with 2-4 'enslaved' creatures in their party.[1][2] These creatures can spawn as any tier 4 or 5 creature, but must have an unoccupied face or head equipment slot.[2][3] If their face equipment slot is unoccupied they will wear a 
gentling mask, otherwise they will wear a 
gentling cone.[4]
