Tongue tyrants are rooted mutated plants belonging to the flowers faction. They can be found across the 
Palladium Reef or summoned via 
Burgeoning (plant tiers 8-9).[1]
Abilities
Sticky Tongue
Tongue tyrants are unable to move, but can use their Sticky Tongue mutation to pull creatures they are hostile to towards them.[2]
Engulfing
Tongue tyrants will attempt to engulf an adjacent target. The creature has an opportunity to make a Strength save (difficulty 30 + tyrant's Strength modifier) against being engulfed.[3]
Creatures engulfed by a tongue tyrant will be pulled onto and will inhabit the same tile as the tyrant, and will be unable to move; attempting to move in any direction will instead cause the creature to perform a melee attack against the tyrant. Additionally, the creature will be unable to perform certain physical actions, such as Charge, Jump, and Juke.[4] Engulfed creatures cannot be attacked by other creatures, and any attempting to do so will instead target the tongue tyrant.

The creature can make a Toughness save (difficulty 20) each round to stop the bleeding, however, the bleeding will be reapplied once every three rounds for as long as the creature is still being engulfed.[5] The tyrant will otherwise be unable to attack the creature they are engulfing.
