metered is an energy cell mod which will cause a cell's remaining charge to display as a specific percentage rather than one of 6 general descriptions.
For example, where an unmodded 
chem cell (with a max charge of 10,000) would display 5,400 remaining charge as Fresh, a metered chem cell would display 54%.
