Mechanics

Regardless of the type of arrow loaded into the short bow, its penetration will always be 4. Unlike the compound bow, this penetration cannot be increased by the wielder's strength modifier. [1][2]

When it strikes a critical hit, the short bow will instead have a penetration of 6. [3]
