The secondary effect of this skill adjusts the base cost of bump-attacking from 1000 action points to 750 if the primary hand weapon is a short blade, regardless of whatever secondary weapons may be equipped, making dual wielders that use multiple weapon types able to attack faster with their secondary weapons than normal.
