If you have wire strands in your inventory, Gadget Inspector adds a deplo[y] wiring option to them, allowing you to place power line, in a similar fashion to placing foamcrete from the portable wall artifact, up to ten tiles at a time, at a cost of 1 foot of wire strand per tile. These will function as part of a electrical power grid, allowing you to, for example, connect a fusion power station to a nearby gate to recharge it.

Gadget Inspector is not taught by any of Qud's persistent factions. However, procedurally generated factions such as village factions can teach randomly chosen skills as part of their water ritual.
