This skill can be learned through water ritual with Eskhind.
For purposes of determining off-hand attack chance, all that matters is the highest skill you have in this tree. For example, having both Offhand Strikes and Ambidexterity has no effect beyond what just having Ambidexterity would do.[1] This can happen if you obtain a skill through the water ritual.

Base Secondary Attack Chance
The base chance to attack with your off-hand weapon (with no Dual Wield skills) is 15%.[2]
Additional Arms
Offhand Strikes, Ambidexterity, and Two-weapon Fighting have no effect on arms granted by Multiple Arms or helping hands, but will apply to additional arms granted by the Chimera genotype. See Offhand.
Factions That Teach Dual Wield
Dual Wield is not taught by any of Qud's persistent factions. However, procedurally generated factions such as village factions can teach randomly chosen skills as part of their water ritual.
