Advantages

• You can potentially gain (semi) random mutation at a fast pace
• You could gain mutation combinations that cost more than your alloted points.

Disadvantages

• You could get unlucky and not get any mutations for a while before it starts to pick up
• You could get mutations that cost very little, making it better to have just chosen them at startup.
